Nids are one of the most balanced Dex's around, in my opinion, and they play wonderfully to their fluff.
For every downside, there is an upside and under the guidance of a competent player, nids can really bring the pain. That being said, the FAQ doesn't gimp them too much. Doom, for all its glory and woe. is and has always been a T4 critter (to my knowledge). If you let it run amongst your men, it would do damage, but a good barage of high strength shots would see it dead before too much hassel.
Does it help the C:BT? Well. Not really. It takes away one small hassel with one unit and clarifies a few odds and ends for Tyranid players. Nids are still Nids. Space marines are still space marines, guard are still guard.
